A mid-century space age desk lamp with a swing arm with a "Rolly rise and fall mechanism". The "Rolly" brand was an Italian company that produced these easily adjustable mechanisms for many lamp manufacturers during the 1960s, 70s, and 80s.
The metal cone and base have a new red epoxy coating. The wiring is new. The edge of the cone is a little imperfect, but this and the underside of the base indicate that this is a vintage lamp and not a modern copy.
